The Capital Improvement Plan is a five-year plan to forecast future public improvements and facilities in the city. It provides data concerning need costs, timing, funding sources, and budget impacts.
The process for developing the CIP includes:
- In early spring of each year, City staff evaluate projects for CIP consideration.
- The proposed CIP is reviewed by the Governing Body during the budget preparation process in late spring and throughout the summer each year.
- Revisions occur throughout this process.
- Each August, the Westwood Planning Commission reviews and recommends for adoption a CIP for City Council consideration.
- City Council adopts the CIP in the final form along with the operating budget in September of each year.
- The budget and CIP go into effect January 1st of the following year and work begins on CIP projects.
The CIP is subject to changes based on funding levels and annual condition assessments.
The foundation for developing the CIP has been created over several years of study and planning. This work has included:

2018 the City commissioned the creation of a Streetlight Master Plan, setting out standards for complete replacement of all streetlights purchased by the City from KCPL

2019 the City commissioned a condition assessment of its stormwater infrastructure

2021 the City created a community-led Complete Streets Task Force which evaluated Westwood's sidewalks and identified locations for new or expanded pedestrian and bike facilities (read more about the City's Complete Streets Policy and Plan by clicking here)

2022 the City commissioned the creation of a Pavement Management Plan, identifying where surface treatments, mill & overlay, and complete rebuild are needed on all streets within Westwood

2022 the City commissioned a Facilities Assessment and Feasibility Analysis to evaluate needs and opportunities at City Hall, Public Works, and Joe Dennis Park (read more about the Facilities Study by clicking this link)

2023 the City worked with partners at Johnson County to create a map of the City's public plans and projects. The corresponding years displayed are subject to annual review and funding availability as evaluated during each summer's budget planning process for the following year.

This map has years assigned to projects over a ten-year time frame; however, the City does not currently have an identified funding source to carry out this work within a ten-year period.
