Background
On April 1, 2025, a special mail ballot election will be held in response to petitions received from residents calling for an election on the sale of Joe D. Dennis Park to Karbank. In 2023, Karbank proposed to acquire the park and the adjacent property which was the former home of Westwood Christian Church to construct a mixed-use office and retail/restaurant development. In exchange, Karbank would provide the funding needed for the City to purchase the former Westwood View Elementary School site from Shawnee Mission School District to convert into a larger modern park designed by the community.

November 2024 - Court of Appeals Sends Resident’s Appeal Back to District Court

October 2024 - Court of Appeals Hearing Held
On October 15, 2024, the State of Kansas Court of Appeals heard oral arguments following its review of the legal pleadings submitted to that point. There is no timeline for a ruling to be issued, the three-member panel of judges stated at the hearing that they would issue a ruling "as soon as possible".
June 2024 - Court of Appeals Case Active; City, School District, and Karbank Extend Closing
On June 13, 2024, the Westwood City Council voted unanimously to extend the due diligence period and closing date on the property sale agreements with Karbank. On June 24, 2024 the Shawnee Mission School Board likewise voted to extend the due diligence period and closing date on the property sale agreement with the City. The closing date for the City's purchase of the former Westwood View site and sale of the Rainbow Blvd. frontage to Karbank is now set for February 2025, although the sales could close earlier once conditions of closing are met.
